Recently, there have been numerous incidents of residents' rooftop photovoltaic power plants being labeled as "illegal constructions". These owners have either been complained about or required to dismantle the power plants, engaging in a series of disputes with urban management departments.
Case 1: Self built house installed with photovoltaic, power grid application approved, urban construction and management: We did not approve, cannot install! Mr. Zhang from Fujian has submitted a grid connection application to the local power grid according to the formal process, and has been approved through review to install a photovoltaic power station on his own roof (a self built house with a property certificate). At the beginning of construction, the urban construction and management departments came to the door and claimed that "the photovoltaic power station is an illegal construction". Without approval, they could not install it and demanded that Mr. Zhang dismantle it.
The explanation given by the local urban construction and management is, "According to the policy issued by Fujian Province, residents' roofs can only be installed with glazed tiles for flat to sloping construction. Photovoltaic power stations are illegal constructions and cannot be installed
However, in the "Guidelines for Integrated Design and Construction of Flat to Sloped Roofs for Rural Houses in Fujian Province" released by the Fujian Provincial Department of Housing and Urban Rural Development, we did not find any provisions that prohibit the construction of other things on the already built sloping roof.
The method proposed by the local urban management to have photovoltaic installation manufacturers find leaders to 'walk around' is also shocking and infuriating.
